Human Resource Management in New Jersey State Government

In 2005, the State of New Jersey Department of Personnel commissioned the Heldrich Center to study the critical human resource management issues confronting New Jersey state government. This report highlights the study's findings including: the human resource management function must be elevated to a position of primacy in state government, the state must reengineer the Department of Personnel into an effective human resource management agency with a broader mission than overseeing transactions and compliance with statutes and regulations, and the state must support its human resource function with adequate staff resources

Deciding on where the jobs go: the role of government in business site location decisions

In all fifty states and in countless jurisdictions, economic development agencies offer a myriad of financial and tax incentives to private firms under organizational charters to create new jobs, help retain existing jobs, and stimulate economic growth. Prior research results are inconclusive as to the effectiveness of these incentives. Some research concludes that states with strong assets such as a well-educated workforce and a good location are more attractive to employers than financial incentives offered by states. So what is the real attraction? The research addresses the following questions: 1. What factors inform public sector decision-making in business site location selection? 2. What factors inform private sector decision-making in business site location selection? 3. What are the dynamics between the public and private sector during the business site decision-making process? The research was conducted using a dynamic decision-making theory model (Sterman, 1988) to analyze qualitative data capturing discrepancies between public and private sector actors' understanding of the decision-making process. Through secondary data analysis, 8 factors that influenced site location decisions in New Jersey were formalized and applied in a semi-structured guide to interview 27 experts. Each participant expert ranked the 8 decision-making factors that influence their business site location decisions and provided descriptive stories justifying their ranking. Findings indicate that factors influencing business site location selection depend upon a public versus private sector point-of-view. Experts were then asked to clarify their rankings; their responses suggested incongruence in the roles played by public and private sector participants to influence the business site location outcomes. This dynamism between the public and private sectors underscores and helps to explain the initial discrepancies in the factor rankings. Scrutiny suggests a decision-making model operating in three phases: determining strategy options, assessing and evaluating alternatives, and implementing decisions. The private sector is involved in all three phases of the decision-making process, while the public sector is involved only in the implementation phase. Homelessness in Madison: The Correlation between Collective Perception and Relief Administration

Includes bibliography, appendices and figures.Try this thought experiment. Imagine you worked for eight hours, and then you had to help a relative cut their lawn. At the end of the day you find yourself tired and hungry. Where do you go? For most individuals they will answer that they will go home for rest and recovery. Now imagine that you have no home to find repose, now what do you do? Unfortunately there are many individuals who do not own or rent a home. Shelter is a basic human need; often we can forget the importance our homes means to us, unless it is taken away. In this paper we will discuss the homeless problem in Madison, WI. Specifically we will look at how the aid offered by the city (both private and public) is directly related to the perception individuals have. First we will briefly discuss the definition of homelessness as well as the broad and diverse causes. Next we will connect perception to aid availability through previous academic research. After the connection is made apparent we will look at the collective Madison perception by analyzing individual perceptions we have obtained through personal interviews, participate observations, and a survey. Finally we will tie all of our individual perceptions together to discuss how they lead to the aid offered by Madison. Aid that is reliant on results, increasing funds, and maintaining basic human needs, which we will show is less effective than an aid style of one?on?one case management

A map of human genome variation from population-scale sequencing

The 1000 Genomes Project aims to provide a deep characterization of human genome sequence variation as a foundation for investigating the relationship between genotype and phenotype. Here we present results of the pilot phase of the project, designed to develop and compare different strategies for genome-wide sequencing with high-throughput platforms. We undertook three projects: low-coverage whole-genome sequencing of 179 individuals from four populations; high-coverage sequencing of two mother-father-child trios; and exon-targeted sequencing of 697 individuals from seven populations. We describe the location, allele frequency and local haplotype structure of approximately 15 million single nucleotide polymorphisms, 1 million short insertions and deletions, and 20,000 structural variants, most of which were previously undescribed. We show that, because we have catalogued the vast majority of common variation, over 95% of the currently accessible variants found in any individual are present in this data set. On average, each person is found to carry approximately 250 to 300 loss-of-function variants in annotated genes and 50 to 100 variants previously implicated in inherited disorders. We demonstrate how these results can be used to inform association and functional studies. From the two trios, we directly estimate the rate of de novo germline base substitution mutations to be approximately 10−8 per base pair per generation. We explore the data with regard to signatures of natural selection, and identify a marked reduction of genetic variation in the neighbourhood of genes, due to selection at linked sites.
